Collect Functions from Filenames

In both JavaScript and PHP we have lots of Functions for making things work, wouldn't it be nice to add these when and how we needed for the task involved?
So my question is does anyone know the code for a PHP Function Caller, that works on collecting the name of the Function from the filename and the data of that Function contained in the file.
Then the same in JavaScript to collect Functions from filenames also...
This would mean you could have folders for those Function files and through additional files, could add any virtual task with allot less hacking for most web-development globally.
