HVH (H1933) means to manifest, to be.

Yah (H3050) means Lord, which can clearly be shown in Psalms 89:8; when it compares who is a strong Lord (Yah) like Yahavah (H3068) - if Yah was a shortened version of Yahavah (YHVH), it couldn't be compared.
