In Hebrew El Elyon means the God Most High, and in Arabic this is Ala Ilah.
The God Most High is the Source of reality, and the Divine Council are referenced in both the Quran (38:69, 37:8), and the Bible (Psalms 82:1), as God's mechanism for interacting with reality.
YHVH (Lord of Creation) in the Bible is the Head of the Divine Beings (Archangels/Avatars), and El Elyon is the Source of reality.
In Deuteronomy 32:7-9 the God Most High (El - H410) separated the nations among the Divine Beings (Elohim - H430), and gave the nation of Israel to YHVH Eloh (H433).
