Is Love by Example or Action?

After saying this the other day and then questioning my self, if it is right...the more I think about it, the more I think it to be correct that love is only proved by example and not action. You see you can buy someone flowers as you cheated on them and so buy them in remorse of it. So that is an action yet the example is not a good one.
You can give your children big gifts, yet then spend no time with them, so is the example there of love or is the action all they are getting?
Will carry on when I can think of some more.... yet I think if it is correct, then in showing love it is the example you give, not the action you give of saying some word or buying some gifts, yet the example of affection, acceptance and warmth that is love to begin.

Is it continuous giving though?? It is very easy to make one big action, yet the rest of the time, the example paints another picture....
